SPQR is an abbreviation for the Latin phrase Senatus Populusque Romanus, which translates to “The Senate and the People of Rome.” This phrase was used as a motto to represent the Roman state, encompassing both the senate and its citizens. It signifies the two sovereign bodies that were believed to dictate the will of Rome. SPQR can be found on various public buildings, monuments, and even manhole covers in Rome today, as well as on Roman coins and legionary standards in the past.
