The insignia consists of a vertically oval, ribbed, white cotton/rayon blend base with a machine embroidered, vertical, Mercurian staff, (two serpents entwined on a winged staff), superimposed on a vertical anchor all in cornflower blue rayon threads. The outer edge of the base has a narrow, white, cotton/rayon reinforcement strip, machine stitched in place. The reverse of the insignia has a protective, white, cotton backing fully intact.
